Consequences for not sharing?

This study confirms what many researchers have experienced when trying to obtain original data.

What is the value of a data sharing policy when it is not, or cannot, be enforced? Perhaps authors that do not share data without a valid reason (e.g. confidentiality, further analyses planned, etc.) should only be allowed to publish further articles in PLoS journals when they have complied with previous requests for data.
